The Ministry of Health and Sanitation (MoHS) conducted a stakeholders’ consultative meeting from 8-9 May 2012. The purpose of the meeting was to seek stakeholders input, build consensus and develop a road map in finalizing the draft National Human Resources for Health (HRH) Policy and Strategic Plan for Sierra Leone.
The Chief Medical Officer, Dr Kisito Daoh, in his opening statement said that the meeting should serve as an opportunity for stakeholders to make inputs into the documents which will inform & advise the Ministry in addressing HRH challenges.
The meeting was attended by stakeholders from within MoHS, the Civil Ser-vice Commission and the public sector Human Resources Management Office, UN and other international agencies, civil society and other partners. Discussions were held in plenary sessions and thematic groups to deliberate on and seek consensus on the proposed policy areas and validate the draft documents. The policy areas for discussion focused on, inter alia: governance for HRH, production and management of HRH, Partnership, advocacy and resource mobilization. Outcome of this meeting will foster agreement on the policy direction and strategies for HRH development and management.

The National HRH Country Profile served as the basis for the HRH policy and strategic plan. These documents were also guided by the Health Sector Strategic Plan, 2010-2015 and the government’s priority development agenda. The HRH Profile is being developed to provide detailed information on the current state of the sector’s human resource for health.

When finalized these documents will serve as the bases on which the govern-ment and its partners will direct their interventions with focus on priority HRH areas. The draft HRH profile, HRH Policy and Strategic Plan were developed by stakeholders in series of consultations with facilitation and support of the WHO country office and guidance from other levels of WHO.

The meeting was coordinated by the Directorate of Human Resource in the Ministry of Health and Sanitation with technical and financial support of the World Health Organization.
